Why are we doing this consultation?
The purpose of this public consultation is to gather feedback on the content of the Draft Supplementary Guidance. The Council is supportive of the sympathetic development of Loudoun Castle Estate, for tourism, leisure, tourist accommodation and associated purposes, to enable the long-term retention and conservation of the heritage assets within the Estate and to diversify the local and regional economy.
The East Ayrshire Local Development Plan 2 (LDP2) was formally adopted by the Council on 8 April 2024. The principle of tourism and leisure development at Loudoun is established fixed – therefore not subject to change through this consultation. However, we are looking for your views on the content of the Supplementary Guidance.
This guidance is intended as a tool to help everyone navigate their way through the requirements of LDP2 Policy TOUR6: Loudoun Castle Estate Garden and Design Landscape in order to secure the positive development of the site.
Policy TOUR6: Loudoun Castle Estate Garden and Designed Landscape can be viewed on pages 120-127 of Volume 1 of LDP2, or Appendix 1 of the Draft SG.

Cabinet review and approval of Draft Supplementary Guidance document
Loudoun Castle Supplementary Guidance 2024 Consultation has finished this stage
On 12 June 2024, the Draft Loudoun Castle and Estate Supplementary Guidance (SG) was taken to Cabinet. Cabinet approved the publication of this SG for public consultation.

Loudoun Castle Supplementary Guidance 2024 Consultation has finished this stage
Contributions to this consultation close on the 16 August 2024. The Local Development Plan team will commence the evaluation, review and consideration of responses received.
Potential amendments to the Supplementary Guidance document - Several weeks following 16th August 2024
Loudoun Castle Supplementary Guidance 2024 Consultation is currently at this stage
If there are substantive changes to the Supplementary Guidance document following the implementation of consultation feedback, then it will be brought back to a future Council Cabinet for approval - prior to proceeding with Adoption of the SG.
Alternatively, if there are not any substantive amendments to the proposed document then the supplementary guidance will be submitted to Scottish Ministers, alongside a statement setting out the publicity measures undertaken and a summary of how any comments received have been taken on board.
Submission of Loudoun Castle Supplementary Guidance to Scottish Government

Once all responses are considered and any subsequent amendments made, the Loudoun Castle and Estate Supplementary Guidance will be submitted to Scottish Ministers, alongside a statement setting out the publicity measures undertaken and a summary of how any comments received have been taken on board.
After 28 days, the Council will be able to adopt the SG unless Ministers direct otherwise.
