Loch Doon Byelaw Consultation

We're very fortunate to have Loch Doon within East Ayrshire. It's a beautiful, wild place to live, work and enjoy, and we welcome visitors who respect the area, make use of all it has to offer and are careful to leave only footprints and take away their happy memories, equipment and belongings. 

As with all freedoms we must all accept responsibility too.  Every year those who live and work there face coping with incidents of fly tipping and littering, irresponsible burning and destruction of habitat and the dangers of people taking to the water without realising how dangerous the conditions can be. 

We want everyone who  comes to Loch Doon to enjoy the access safely and causing as little harm to others and the surroundings as possible. to help us do this East Ayrshire Council has decided it's time to  create some bylaws. These will help make it clear exactly what is safe, possible and responsible, and what is not. It will enable us to provide guidance and enforcement when necessary to protect the area, its wildlife and its residents and help keep everyone who visits as safe as can be.

About the new bylaws

The Byelaw is designed to manage camping volumes and irresponsible behaviour within a proposed management area. The proposed Management Areas will contain 3 camping areas CA1, CA2 and CA3 (Appendix 2). These will be managed by Ayrshire 360. Campers in areas outside of the defined camping areas can be made aware of the byelaw and asked to leave the wider management area. Should they not do so, we can consider a range of options, including not being eligible for future permits, and ultimately, Police Scotland may be contacted given a breach of the proposed Byelaw will constitute a criminal offence.

Section 3 Unauthorised Camping - Do you agree with these proposed bylaws?

It shall be an offence for a person to:

1. Set up, use or occupy a tent, wigwam or bivouac at any time

2. Set up, use or occupy overnight any other form of shelter (other than an umbrella)

within the Management Zone unless they have been authorised to do so by the Authority under Byelaw 7.3.

3. sleep overnight in a stationary vehicle within the Management Zone unless they have been authorised to do so by the Authority under Byelaw 7.3.

5. It shall be an offence under these Byelaws for any person to refuse to provide their correct full name, date and place of birth, address and the registration of any vehicle to an officer of the Authority, a police officer or any other person authorised in writing by the Authority who has reasonable grounds for believing that such person has committed an offence under these byelaws.

6. A person shall leave the Management Zone, together with their vehicle (if required) after having been requested to do so either by an officer of the Authority, a police officer or any other person authorised in writing by the Authority, who has reasonable grounds for believing that such person has committed an offence under these byelaws.
