Community Learning and Development (CLD) includes youth work, community-based adult learning, family learning, and community development. CLD enables people of all ages to identify their own individual and collective goals, to engage in learning and take action to bring about change for themselves and their communities.
CLD should empower people, individually and collectively, to make positive changes in their lives and their communities, through learning. The principles of CLD are:
empowerment - increasing the ability of individuals and groups to influence matters affecting them and their communities
participation - supporting people to take part in decision-making
inclusion, equality of opportunity and anti-discrimination - recognising some people need additional support to overcome the barriers they face
self-determination - supporting the right of people to make their own choices
partnership - ensuring resources, varied skills and capabilities are used effectively
Vibrant Communities is the Council service that hosts and facilitates the CLD Plan alongside partners in East Ayrshire.
Community Learning and Development Plan
Every three years, Local Authorities and their partners are mandated by the Scottish Government to produce a Community Learning and Development Plan. Building on the Community Learning and Development Plan 2021-2024, we now have the Community Learning and Development Plan 2024-2027 approved at EAC Cabinet awaiting graphic design. A word version of the document is available in the tab to the right.
