What are Place Based Hubs?

Place Based Hubs are groupings consisting of individuals drawn from different disciplines, teams, or services who come together to achieve a common goal. Other work places may define this as Multi-Disciplinary Teams, this is particularly popular in NHS and Health and Social Care environments.


Why do we have Place Based Hubs?

Our common goal is to best serve the individuals and communities of East Ayrshire. We do this by:

  • Working together to improve communication and relationships;
  • Sharing energy, resources and information;
  • Planning, delivering and evaluating collectively;
  • Use local data and intelligence to develop and enhance services to meet the needs of the local community.


What will Place Based Hubs help achieve?

What will success look like in 5 years’ time?

  • flexible and responsive services;
  • stronger connections and improved relationships between services;
  • more productive and efficient services, better responding to community priorities;
  • reduced demand on services through stronger, connected, empowered communities;
  • enhanced support and delivery of Community Action Plans and other local projects and initiatives.


What do we mean by place?

The Scottish Government and COSLA agreed to adopt the Place Principle to help:

  • overcome organisational and sectoral boundaries, to encourage better collaboration and community involvement, and improve the impact of combined energy, resources and investment;
  • create a more joined-up, collaborative, and participative approach to services, land and buildings, across all sectors within a place, enables better outcomes for everyone and increased opportunities for people and communities to shape their own lives;
  • Place is where people, location and resources combine to create a sense of identity and purpose, and is at the heart of addressing the needs and realising the full potential of communities.

In East Ayrshire, a mapping exercise was undertaken and the conclusion was to create 6 place areas. This is based on education clusters, front door services areas, politically drawn lines, localities and a number of other factors. These are not perfect, but give us a good starting point for discussion and service delivery.

Who is included in Place Based Hubs?

Members can include staff, professionals, third-sector delivery partners and others who have a similar way of working and serve that local area.

This list is not exhaustive, but could include:

  • Cleaner and Greener Communities;
  • CVO Community Connectors;
  • Housing Services (Neighbourhood Coaches; Anti-Social Behaviour Investigators);
  • Vibrant Communities.


Why are community organisations or community members not included?

Community members and organisations would only be included if they were also providing a service in that area. This is not a platform where we go out to engage with community members, but a place for professionals to come together and work collaboratively and collectively.

Phase 1

Place Based Hubs physically gathered across the 6 Place Based Areas from Autumn 2024 to Spring 2025. Mapping and getting to know you activities took place along with making sense of demographic data. this has resulted in data-rich hubs, leading to a review of approach going forward.


Phase 2

From Summer 2025, Place Based Hubs will meet as and when required, deemed by any member of the Place Based Hub, in full or more informally. Local contacts will be updated through Place Based Hub Leads and a contact directory will be stored where members can reach out and contact each other. Demographic information will be stored and updated on the host webpage.
