Match Day parking controls - Pre 2021
Before 2021 controls around Rugby Park relied largely on temporary yellow no waiting cones.
The restrictions were intended to maintain road safety and keep emergency routes clear. Over time complaints increased about inappropriate parking, as cones could be moved by supporters.
October 2021
Ayrshire Roads Alliance consulted residents of the area surrounding Rugby Park on possible changes.
These changes included:
- Permanent waiting restrictions at junctions
- Part-time restrictions on certain roads on match days.
At this time there was strong support for part-time match day restrictions
March 2022
East Ayrshire Council Cabinet agreed to progress a new Traffic Regulation Order (TRO).
The proposed part-time waiting and loading restrictions would generally operate 11am to 5pm on match days, with arrangements allowing for midweek fixtures outside those hours.
2022 to 2023 statutory TRO process
The advertised proposals attracted 52 objections. Following discussions and changes to the scheme, 49 objections were withdrawn, leaving 3.
One significant change was removing some proposed permanent restrictions opposite junctions and concentrating restrictions on junctions where parking affected visibility.
August 2023 Permanent TRO
The permanent East Ayrshire Council (Various Roads around Rugby Park, Kilmarnock) (Waiting and Loading Restrictions and Amendment) Order 2023 was made on 4 August and came into operation on 20 August 2023.
Extension of the Rugby Park catchment
The Rugby Park catchment was subsequently extended through a Temporary Traffic Regulation Order (TTRO) with East Ayrshire Council Cabinet agreeing that the extended arrangements should be monitored and that a full public consultation would take place after the arrangements had been given time to operate.
