This consultation seeks views on a proposed revision to the eligibility criteria for adult social care services. The proposal is to amend the current threshold so that services are provided only to individuals whose needs are assessed as critical, rather than to those with substantialor critical needs.
In considering this proposal, the Integration Joint Board (IJB) must balance the effective use of finite resources with its responsibilities to promote individual safety and wellbeing, uphold human rights, support prevention and early intervention where possible.
The IJB also has a duty to ensure that available resources are allocated in a way that is equitable, transparent, and proportionate, while prioritising support for those with the highest level of assessed need.
The purpose of this consultation is to gather views and evidence to inform decision‑making, including an understanding of the potential impacts on individuals, unpaid carers, families, and communities.
Responses will also help to identify any mitigating actions or alternative approaches that may be required to minimise adverse impacts and support wellbeing and rights.
